From these new logs everything looks normal now as far as I can tell and the database is working. The web interface opening is also a sign of some conflict before as it should open to allow you to set or turn off user accounts on first run. You can turn off the option to open the web GUI on startup....

I think this confirms another copy of UMS is running as when you quit UMS it should release the database. I'm suspecting it could be running as a service if you find it in the registry in any section other than firewall rules, I just checked mine and this is where it shows up for UMS but javaw.exe i...

That could possibly be the cause but I know little about running UMS this way. I think this is what the option for running it as a service is there for so it starts before a user logs in, you just have to make sure that you don't run it again when windows actually starts otherwise it will end up wit...

Looking at the latest logs it seems another UMS is still running and so the database cannot be accessed and the ports for the web UI can't be used. I have seen this sometimes happen if UMS is told to switch to trace mode and restart for the logs but starts up before the previous process has quit. Fo...

I'm staying with family for a few days so not set up to examine the logs in any detail but did check a few things. Sounds like something is wrong with your network and its speed has significantly dropped. This is the only thing I can think of they would make UMS suddenly transcode videos that would previously stream. Only way to be sure is if you post your logs. See the section in red above.
