HDR Movies playing "Dim" through UMS

I'm actually on a beta version of windows, and after delving into it, it seems to have something to do with how it supports HDR. But all the movies I am playing recently (I'm not sure when it happened) that are HDR, are coming in as quite DIM on my TV. I think it may have something to do with the fact my TV is HDR and my computer monitor is not, and Windows being dumb.
Old movies that are 1080p and non-HDR are vibrant and beautiful still. Also NON-UMS streaming from my computer (so Netflix, Roku, etc.) are all full brightness, it's literally just UMS streaming that causes movies to look dim.
Anyone have any idea how to fix this?
All codecs render the same, including no transcoding.
